Senior officials of the Federal Capital Territory Administration (FCTA) have publicly apologised to the Minister of the FCT, Nyesom Wike, following the tense confrontation between him and armed naval personnel at a disputed property in Gaduwa District.
Speaking to journalists after Thursday’s FCT Executive Committee meeting, the officials expressed regret over the incident, while insisting that the structure in question was an illegal development with no valid approval or land title.

The Director of Development Control, Tpl. Mukhtar Galadima, opened the briefing with a direct apology to the Minister.
“It is with a sense of commitment and regret that we address this press conference on the incident of November 11, 2025 at Gaduwa District,” he said.
Galadima detailed the events leading up to the confrontation, explaining that FCTA staff on routine monitoring discovered construction activity along the Southern Parkway corridor on October 17. When officials demanded approval documents, they were met with resistance and threats from armed naval officers.
Claimants Linked to Ex-Naval Chief Had No Valid Title
Galadima revealed that the individuals claiming ownership were linked to former Chief of Naval Staff, Vice Admiral Awwal Zubairu Gambo (rtd), but presented no legitimate approval.
The only document provided was a 2007 letter of intent from the Department of Parks and Recreation—far from a legally binding development approval.
“As a lawyer, I pointed out clearly that there is a difference between submission and approval. Commencing development in the FCT without approval is illegal,” he said.
Why Wike Was Called to the Scene
Galadima said he alerted the Minister out of concern for the safety of his staff after noticing that armed men had taken strategic positions, appearing ready to shoot.
“I want to sincerely apologise to the Honourable Minister for dragging him into this situation. I apologise to him, and indeed to all Nigerians, for what happened.”
The FCTA reiterated that it will continue to enforce development regulations across the capital, regardless of the status of those involved.
